ZTL Rome: the zones, the hours, and the fines nobody warns you about

Rome does not have one restricted traffic zone. It has several, each with its own perimeter, its own hours and its own cameras — and they overlap, so a single wrong turn can trigger more than one fine. Below are the hours as published by the city's own mobility agency, plus the three things that catch out visitors with a hire car.

The short answer

Do not drive in central Rome. There is no simple tourist registration as in Florence or Siena, the zones overlap, and the metro, buses and taxis reach everything. Taxis and licensed private hire cars may enter the zones freely, so arriving at a hotel inside a ZTL by taxi is never a problem. If you have hired a car for the countryside, park it outside the centre and collect it when you leave.

Three things that catch out hire cars

  1. Electric is no longer free. Electric and hydrogen vehicles entered Rome's ZTLs at no charge with prior registration only until 30 June 2026. From 1 July 2026 they need a permit like everyone else. Guides written before that date say the opposite.
  2. A modern diesel can still be stopped. On top of the ZTLs sits the Fascia Verde, which restricts by emissions class rather than by the clock — Monday to Saturday, around the clock, weekday holidays excluded. Since 1 November 2025 it bars petrol, LPG and methane up to Euro 2 and diesel up to Euro 3, so a recent rental is fine. But on smog emergency days the city escalates: at red level diesel Euro 5 and Euro 6 are barred between 07:30 and 20:30. That is an ordinary modern hire car, and the decision is taken on Mondays and Thursdays.
  3. Car-free Sundays. Five Sundays between 1 November and 31 March each year are closed to circulation inside the Fascia Verde. Anyone hiring a car in winter should check the dates before booking.

Autumn 2026: a temporary scheme in the Tridente

From 7 September to 7 December 2026 a special set of rules applies to access and circulation in ZTL A1 and the surrounding streets. If you are driving in central Rome this autumn, check the current provision rather than assuming the usual hours.

Scooters, taxis and hotels

Motorcycles and mopeds may enter every Rome ZTL at any hour, day or night, and may park inside in the two-wheeler bays — with one exception, the Tridente (A1), where they may not.

Taxis and NCC (licensed private hire) enter freely. This is the practical answer for a hotel inside a zone: arrive by taxi.

If your hotel is inside a ZTL, ask them before arriving how they handle access. Some can register a plate temporarily; many cannot. Daily authorisations exist and are handled by the city's mobility agency.

Can I drive into the centre of Rome as a tourist?

Is the ZTL active in August?

The daytime zones run normally. The NIGHT zones take a summer break in August — the city's mobility agency states this on its own pages. It is the one month of the year when a late dinner in Trastevere does not involve a gate.

My hire car is electric. Can I enter free?

Not any more. Electric and hydrogen vehicles could enter Rome's ZTLs free of charge with prior registration only until 30 June 2026. FROM 1 JULY 2026 they need a permit like everyone else. Anyone telling you an EV drives into Rome freely is working from old information.

What is the Fascia Verde and does it affect a rental car?

It is a separate scheme that restricts by emissions class rather than by time of day, running Monday to Saturday around the clock, weekday public holidays excluded. Since 1 November 2025 it bars petrol, LPG and methane vehicles up to Euro 2 and diesel up to Euro 3. A recent hire car is fine. Yes, on smog emergency days. When pollution limits are exceeded the city escalates its restrictions: at orange level petrol Euro 3 and diesel Euro 4 are stopped; at RED level diesel Euro 5 and Euro 6 are barred from the Fascia Verde between 07:30 and 20:30. That is an ordinary modern rental. Decisions are taken on Mondays and Thursdays on air-quality data, so a car that was legal yesterday may not be today.

Can I ride a scooter into the ZTL?

I got a ZTL fine months after my trip. What now?

That is normal: the camera reads the plate and there is no roadside stop. The fine should reach an address abroad within 360 days of the violation, and with a hire car the request goes through the rental company, which supplies your details to the collection agency. If the deadline passes, the fine must still be formally contested — ignoring it is not the same as it lapsing. You can write to the Prefetto of the city or appeal through the Giudice di Pace. Note also that since the December 2024 reform of the Codice della Strada, repeated entries into the SAME zone on the SAME day count as a single violation, so a multiple fine is worth contesting.
