The short answer
Park at a metro station outside the ring and take the M1 or M3 in. Milan's centre is compact and the metro is genuinely excellent — this removes the ticket, the emissions check and the parking problem in one move. If you must drive in on a weekday, buy the Area C ticket yourself at areac.atm-mi.it the same day, and check your hire car's plate against the council's Area B checker first.
The two zones
AREA C — the paid zone
The small zone inside the Cerchia dei Bastioni, the historic ring: 43 camera gates and a daily ticket of about €7.50, valid for as many entries as you like on the same day. Not active on Saturdays, Sundays or public holidays — several travel sites wrongly claim it was extended to weekends in 2026. It was not.
AREA B — the low-emission zone
Covers about 72% of the whole municipality, watched by 188 gates. Free to enter, but closed to older vehicles by emissions class. Not operative at weekends or on public holidays.
Both zones — weekends and holidays
Neither zone operates. A weekend visit involves no ticket and no emissions check.
ZTL Quadrilatero della Moda
The luxury shopping quarter — Monte Napoleone, via della Spiga, via Sant'Andrea, via Gesù — bounded by via Manzoni, via Senato, corso Venezia, corso Matteotti and corso Vittorio Emanuele. Nine gates, five in and four out. Permanent: no weekend relief, no evening window. Motorcycles and mopeds may still enter until 12 May 2028.
ZTL Isola — a NIGHT zone
Live since 20 April but in trial, with cameras running and no penalties. Enforcement begins on 7 September 2026. Anyone who drove through during the trial and concluded it was harmless is in for a surprise. Inside it, the pedestrian areas of via Borsieri, via Pepe, via Toce and piazza Minniti are closed 24 hours a day.
Three things that catch out visitors
- Getting in early does not get you out. This is the trap nobody mentions. An unauthorised vehicle inside the Cerchia dei Bastioni may neither circulate nor leave between 07:30 and 19:30. Slipping through before the cameras come on leaves you stuck inside until half past seven in the evening.
- The weekend claim is wrong. Several travel sites state that Area C was extended to Saturdays and Sundays in 2026. The council's own page, last updated 22 June 2026, says the opposite: Monday to Friday, public holidays excluded. A weekend visit to Milan involves no charge at all.
- Your hybrid may not be free. In Area C a hybrid enters at no cost only below 100 g/km of CO2; above that it pays the full ticket like a petrol car. Area B is a separate question entirely, where hybrids do not appear in the bans.
If your hotel is in the Quadrilatero
Here is where most people get it wrong, because the rule is narrower than it sounds. A guest of a hotel, B&B or residence inside the zone may enter only for as long as it takes to unload or load luggage, or to set down and pick up passengers. The council is explicit about what comes next: you may not park on the street. Once the bags are out, you leave the zone immediately or put the car in a garage.
The property transmits your plate to the council within 24 hours of the entry, so the guest does nothing — but the permission covers the stop, not the stay.
The real answer is a garage
Ten commercial car parks sit inside the zone, and a customer of any of them enters freely — the garage notifies the plate itself. Book one and the ZTL question disappears:

Car valet works the same way and with the same limit: entry only for loading and unloading, with the plates transmitted by the business by midnight of the day after.
One more thing worth knowing: a Milan free-parking permit for an electric or hybrid car does not work here. The council states plainly that it grants neither access nor parking inside the Quadrilatero. Bicycles and electric scooters, by contrast, may always enter with no registration at all.
Which cars Area B allows
From the council's own calendar of bans, for passenger cars:
- Diesel: must be Euro 6. Euro 5 and older are already barred. Euro 6 A, B and C remain legal until 30 September 2028; Euro 6 D-TEMP and D until 30 September 2030.
- Petrol: must be Euro 4 or newer. Euro 3 and older are barred, and Euro 4 itself goes on 1 October 2028.
- Electric and hybrid: do not appear in any ban.
But do not work it out from a table — check the plate. The council runs a plate checker on comune.milano.it: enter the registration and it tells you whether that exact vehicle may circulate freely, needs registering, or is banned. Ask the rental desk for the plate number before you leave the counter. It is the one answer that never goes out of date.

Late payment is possible within a few days at a higher price, which still costs far less than the fine.
There is no hotel plate-registration scheme in Milan as there is in Florence or Verona, because Area C is a charge rather than a permit list. If your hotel is inside the ring, you simply buy the ticket.

Accommodation inside can accredit itself with the council and transmit a daily list of guests' plates, and if it does, you need do nothing. Ask when you book whether they are accredited.
What is the ZTL Isola and when does it start fining people?
It is a night zone in the Isola district, active 19:30 to 06:00 every day. It went live on 20 April 2026 with the cameras running but no penalties, as a trial. ENFORCEMENT BEGINS ON 7 SEPTEMBER 2026. Anyone who drove through during the trial without consequence should not assume that continues. Inside it, the pedestrian areas of via Borsieri, via Pepe, via Toce and piazza Minniti are closed around the clock.
Can I ride a scooter into the Quadrilatero?
Yes, for now. The ban on motorcycles and mopeds in the Quadrilatero della Moda has been postponed to 12 May 2028, so until then two-wheelers may enter every day, 00:00 to 24:00.
I have a disabled badge. What do I need to do in Milan?
Two routes. For regular access, register the plate with the council in advance. For an occasional trip, you may notify the plate WITHIN 48 HOURS of the first passage. If you have already registered a plate, nothing further is needed. Taxis, licensed private hire up to nine seats and vehicles equipped for disabled transport are on the white list automatically.
Where can I actually park in the Quadrilatero?

Do I have to pay to drive into central Milan?
